Patna. The National Democratic Alliance (NDA) has unveiled its manifesto for the 2025 Bihar Assembly Elections, making several big-ticket promises to transform the state’s economy and infrastructure. The ‘Sankalp Patra’ was released in Patna by top NDA leaders, including Union Minister and BJP chief JP Nadda, Bihar Chief Minister Nitish Kumar, Hindustani Awam Party (Secular) leader Jitan Ram Manjhi, LJP (Ram Vilas Paswan) chief Chirag Paswan, and Rashtriya Lok Morcha chief Upendra Kushwaha.
The manifesto outlines an ambitious roadmap for Bihar’s growth, focusing on employment, women empowerment, industrial development, agriculture, and infrastructure modernization.
Key Highlights of Bihar NDA Manifesto 2025
1. 1 Crore Jobs and Employment Drive
- The NDA promises to create 1 crore government jobs and employment opportunities.
- A skill census will be conducted to identify and train youth for industry-ready jobs.
- Mega skill centers will be set up in every district, transforming Bihar into a global skilling hub.
2. Women Empowerment and Financial Independence
- Women will receive financial aid of up to ₹2 lakh under the Chief Minister’s Women Employment Scheme.
- 1 crore women will be empowered to become ‘Lakhpati Didis’ (earning over ₹1 lakh annually).
- The ‘Mahila Mission Crorepati’ aims to identify and support women entrepreneurs to become crorepatis (millionaires).
- Women-led self-help groups will receive strong support for entrepreneurship and financial inclusion.
3. Upliftment of Extremely Backward Classes (EBCs)
- The government will form a high-level committee under a retired Supreme Court judge to assess the social and economic status of EBCs.
- The committee will make policy recommendations for their empowerment.
- Various EBC business groups will receive ₹10 lakh financial assistance.
4. Major Boost to Farmers and Rural Economy
- Launch of the Karpoori Thakur Kisan Samman Nidhi, offering ₹3,000 per year to farmers (total ₹9,000).
- ₹1 lakh crore investment announced for agri-infrastructure.
- MSP procurement for major crops (paddy, wheat, pulses, maize) at the panchayat level.
- Under the Fish-Milk Mission, fish farmers will receive financial support of ₹9,000.
- A Bihar Milk Mission will set up chilling and processing centers in every block.
- 5 mega food parks to be established to double agricultural exports.
- The state aims to achieve self-sufficiency in pulses production by 2030.
5. Infrastructure, Transport, and Connectivity Revolution
- 7 new expressways to be constructed across the state.
- 3600 km of rail tracks will be modernized for faster and safer travel.
- Expansion of Amrit Bharat Express and Namo Rapid Rail services.
- Metro rail services will be introduced in four new cities.
- Development of a greenfield city in New Patna and satellite townships in major districts.
- The birthplace of Goddess Sita, Janakpur (Sitamarhi), will be developed as a world-class spiritual city, “Sitapuram.”
6. Airports and Air Connectivity Expansion
- A greenfield international airport will be developed near Patna.
- International airports will also come up in Darbhanga, Purnia, and Bhagalpur.
- Domestic flights will be launched from 10 new cities, boosting regional connectivity and tourism.
7. Industrial and Economic Development
- A massive ₹1 lakh crore investment will be made under the Develop Bihar Industrial Mission.
- The government will draft a Develop Bihar Industrial Development Master Plan to promote new-age manufacturing.
- 10 new industrial parks will be established in every district.
- Investments worth ₹50 lakh crore to be attracted under the New-Age Economy Initiative, fostering startups, tech parks, and green industries.
8. Social Welfare and Basic Facilities
- Continuation of free ration under the government’s welfare schemes.
- 125 units of free electricity for every household.
- Free healthcare treatment up to ₹5 lakh for all eligible citizens.
- Construction of 50 lakh new pucca houses to provide permanent housing to the poor.

With these ambitious promises, the NDA aims to drive Bihar toward a new era of development, jobs, and prosperity. The manifesto emphasizes inclusive growth, targeting youth, women, farmers, and marginalized communities while prioritizing infrastructure modernization and industrial transformation.
